{"id":805,"date":"2017-10-04T09:48:06","date_gmt":"2017-10-04T08:48:06","guid":{"rendered":"http:\/\/www.concreteonlus.org\/?p=805"},"modified":"2017-10-04T09:48:06","modified_gmt":"2017-10-04T08:48:06","slug":"mob-inabilita","status":"publish","type":"post","link":"https:\/\/www.concreteonlus.org\/?p=805","title":{"rendered":"MOB-INABILIT\u00c0?"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">Attraverso la <strong>Convenzione ONU sui diritti delle persone con disabilit\u00e0<\/strong>, ratificata dal Parlamento Italiano con la <\/span><b>Legge n.18\/09, <\/b><span style=\"font-weight: 400;\">si\u00a0<\/span><strong>promuove, protegge e garantisce il pieno ed uguale godimento di tutti i diritti umani e di tutte le <i>libert\u00e0 fondamentali<\/i> da parte delle persone con disabilit\u00e0, e si promuove altres\u00ec il rispetto per la loro intrinseca dignit\u00e0.<\/strong><br \/>\n<span style=\"font-weight: 400;\">Siete d&#8217;accordo che<strong> la MOBILIT\u00c0 \u00e8 una \u00a0<\/strong><\/span><i><span style=\"font-weight: 400;\"><strong>libert\u00e0 fondamentale<\/strong>?<\/span><\/i><\/p>\n<p><span style=\"font-weight: 400;\">Nelle nostre citt\u00e0 e periferie italiane le persone con disabilit\u00e0 incontrano purtroppo ancora parecchi ostacoli che possono impedire di essere indipendenti o, senza esagerare, semplicemente semi-autonomi. Ecco i principali problemi che si incontrano.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Per molti disabili, sopratutto persone con gravi problemi fisici che vivono<strong> in periferia, dipendere da un familiare, un amico o un&#8217;ente preposto \u00e8 un \u201cMUST\u201d per potersi spostare<\/strong>. Gi\u00e0 dicendo ci\u00f2 si pu\u00f2 ben evidenziare il problema numero uno del doversi muovere: dipendere dalla disponibilit\u00e0 specifica di altre persone&#8230;<\/span><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-807\" src=\"http:\/\/www.concreteonlus.org\/wp-content\/uploads\/2017\/10\/moore2.jpg\" alt=\"\" width=\"564\" height=\"423\" srcset=\"https:\/\/www.concreteonlus.org\/wp-content\/uploads\/2017\/10\/moore2.jpg 564w, https:\/\/www.concreteonlus.org\/wp-content\/uploads\/2017\/10\/moore2-300x225.jpg 300w\" sizes=\"auto, (max-width: 564px) 100vw, 564px\" \/><\/p>\n<p><span style=\"font-weight: 400;\">A questo punto una valida alternativa senza quasi alcun vincolo restrittivo di orario sono i <strong>servizi pubblici,<\/strong> in particolar modo nelle grandi citt\u00e0 dove la rete dei mezzi si intensifica in numero e frequenza temporale; tuttavia prendiamo come esempio Roma per evidenziare la falla principale del servizio pubblico maggiormente riscontrato in Italia. <strong>L&#8217;art. 9 della legge n. 108\/09 tratta dell&#8217;<em>accessibilit\u00e0<\/em>.<\/strong> La capitale con pi\u00f9 di 2 milioni di abitanti, prendiamo ad esempio, ospita solo 2 vere linee metropolitane per via della strutturistica della citt\u00e0 e, in aggiunta a questa scarsit\u00e0, non solo le stazioni che dispongono di accessibilit\u00e0 si possono contare sulla punta delle dita, ma addirittura spesso gli ascensori o sollevatori per accedervi sono in pessime condizioni o mal funzionanti cos\u00ec da impedire l&#8217;utilizzo dei mezzi.<\/span><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"size-large wp-image-808\" src=\"http:\/\/www.concreteonlus.org\/wp-content\/uploads\/2017\/10\/MV-1-Photo-for-VEHICLES-1024x606.jpg\" alt=\"\" width=\"800\" height=\"473\" srcset=\"https:\/\/www.concreteonlus.org\/wp-content\/uploads\/2017\/10\/MV-1-Photo-for-VEHICLES-1024x606.jpg 1024w, https:\/\/www.concreteonlus.org\/wp-content\/uploads\/2017\/10\/MV-1-Photo-for-VEHICLES-600x355.jpg 600w, https:\/\/www.concreteonlus.org\/wp-content\/uploads\/2017\/10\/MV-1-Photo-for-VEHICLES-300x178.jpg 300w, https:\/\/www.concreteonlus.org\/wp-content\/uploads\/2017\/10\/MV-1-Photo-for-VEHICLES-768x455.jpg 768w, https:\/\/www.concreteonlus.org\/wp-content\/uploads\/2017\/10\/MV-1-Photo-for-VEHICLES.jpg 1524w\" sizes=\"auto, (max-width: 800px) 100vw, 800px\" \/><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400;\">Esistono dei servizi cosidetti <strong><em>complementari<\/em><\/strong><\/span><span style=\"font-weight: 400;\">\u00a0al servizio pubblico di linea ossia le categorie di<strong> TAXI e NCC<\/strong>. Questi hanno s\u00ec la facilit\u00e0 di poter raggiungere in breve tempo e comodit\u00e0 ogni destinazione richiesta, sebbene \u00a0gli utenti lamentino due grossi svantaggi: <strong>tariffe senza agevolazioni per disabili e un numero di veicoli accessibili ancora troppo basso rispetto alla domanda<\/strong> italiana sempre pi\u00f9 in crescita.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400;\">In altre parti del Mondo, come ad esempio Germania e Regno Unito in Europa tra i primi, <strong>il concetto di veicolo non di linea pubblico o privato accessibile sta prendendo molto piede con grosse agevolazioni fiscali sia per l&#8217;utente inabile che per il fornitore del servizio<\/strong> che installa apposite modifiche sul proprio veicolo. <strong>A Londra i CABS neri con pedana per carrozzelle sono una realt\u00e0 gi\u00e0 ben nota da almeno 30 anni<\/strong>, mentre negli ultimi anni e l&#8217;adattamento alle APPs il servizio<strong> UBER ha lanciato il servizio WAV<\/strong> (wheelchair accessible vehicle).<\/span><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-809\" src=\"http:\/\/www.concreteonlus.org\/wp-content\/uploads\/2017\/10\/uberwav.jpg\" alt=\"\" width=\"900\" height=\"600\" srcset=\"https:\/\/www.concreteonlus.org\/wp-content\/uploads\/2017\/10\/uberwav.jpg 900w, https:\/\/www.concreteonlus.org\/wp-content\/uploads\/2017\/10\/uberwav-600x400.jpg 600w, https:\/\/www.concreteonlus.org\/wp-content\/uploads\/2017\/10\/uberwav-300x200.jpg 300w, https:\/\/www.concreteonlus.org\/wp-content\/uploads\/2017\/10\/uberwav-768x512.jpg 768w, https:\/\/www.concreteonlus.org\/wp-content\/uploads\/2017\/10\/uberwav-400x267.jpg 400w\" sizes=\"auto, (max-width: 900px) 100vw, 900px\" \/><\/p>\n<p><span style=\"font-weight: 400;\">E da noi? <strong>Quando potremo davvero trasformare la MOB-INABILIT\u00c0 in vera MOBILIT\u00c0 per tutti?<\/strong><\/span><\/p>\n<p><span style=\"font-weight: 400;\"> L&#8217;Italia ha intrapreso nell&#8217;ultimo decennio un percorso in crescita nel settore della mobilit\u00e0 accessibile e sostenibile dal bike sharing per paraplegici all&#8217;accesso ai voli aerei in sedia a rotelle, dalle stazioni ferroviarie sempre pi\u00f9 piane alle APPs pi\u00f9 innovative aperte a tutti. <\/span><\/p>\n<h3><span style=\"font-weight: 400;\">Articolo a cura di Lucio Fontana<\/span><\/h3>\n","protected":false},"excerpt":{"rendered":"<p>Attraverso la Convenzione ONU sui diritti delle persone con disabilit\u00e0, ratificata dal Parlamento Italiano con la Legge n.18\/09, si\u00a0promuove, protegge e garantisce il pieno ed uguale godimento di tutti i diritti umani e di tutte le libert\u00e0 fondamentali da parte delle persone con disabilit\u00e0, e si promuove altres\u00ec il rispetto per la loro intrinseca dignit\u00e0.
